Recycling And Upcycling (RU) Business Incubation Program and Post-Incubation Support in Pokhara Metropolitan City

PROGRAM OVERVIEW

“Green Job Creation through Recycling and Upcycling in Pokhara (GCRU) project” in financial support of KOICA and technical support of UNDP in collaboration with Pokhara Metropolitan City (PMC), is designed to promote the green economy by establishing recycling/upcycling (RU) enterprises based on the circular economy model, in place of the current ‘throw-away’ linear approach, thereby increasing green jobs and reducing pollution and negative environmental impact of solid waste. The project focuses on three interlinked areas: policy and coordination, promotion of RU enterprises, and community empowerment for awareness and local RU initiatives.

The project envisions creating a supportive policy environment to encourage RU enterprises and public participation in waste reduction through source segregation and material recovery. Learning and innovation platforms like the Green Venture Zone (GVZ) will support RU enterprises through education, capacity-building, and incubation. Community RU groups will benefit from GVZ’s programs and supply processed raw materials to the enterprises.

Currently, RU capacity in Pokhara is insufficient, with few enterprises handling limited waste fractions. The business incubation program will equip new entrepreneurs/enterprises with skills, technology, and support to launch RU enterprises, while also helping existing ones grow, diversify, and expand. The project targets the establishment of 30 RU enterprises and the creation of over 300 green jobs in Pokhara by 2029. 

For the implementation of the Business Incubation and the Start Up mobilization Program, the GCRU project is partnering with Impact Hub Kathmandu (IH KTM). With this partnership, the project aims to identify at least 20 aspiring business ideas or registered enterprises with the potential to develop and sustain RU enterprises and support five outstanding and market feasible businesses in the year 2025.

We invite applicants either registered or intending to register in PMC, working on innovative waste recycling/upcycling solutions, to apply. The RU Incubation Program provides a four-month intensive incubation journey for 20 selected ideas in PMC. Participants will engage in customised masterclasses on RU design, legal compliance, marketing and branding, and visibility, supplemented by monthly one-on-one sessions with business, financial, and technical coaches. This phase focuses on refining business ideas, models, and pitches, and building enterprise resilience through the masterclasses, coaching, and peer learning circles.

Post-incubation, the top five ideas will receive technical and equipment support and up to two months of tailored support to establish and operationalize the proposed ideas. All participants gain access to program-related networking forums, financial planning, market linkage opportunities, and being part of the waste-to-value ecosystem that addresses Pokhara’s 182+ tons/day waste challenge while creating green jobs.

परियोजना परिभाषा

कोरिया अन्तर्राष्ट्रिय सहयोग नियोग (KOICA) को आर्थिक र संयुक्त राष्ट्रसंघीय विकास कार्यक्रम (UNDP) को प्राविधिक सहयोगमा पोखरा महानगरपालिकाको सहकार्यमा कार्यान्वयन गरिएको “रिसाइकलिंग र अपसाइकलिंग मार्फत हरित रोजगार सिर्जना” (GCRU) परियोजना हालको अभ्यास, प्रयोग गर्ने र फाल्ने (‘थ्रो अवे’) को सट्टा चक्रिय अर्थतन्त्र (सर्कुलर इकोनोमी मोडल) प्रणालीमा आधारित रिसाइक्लिङ/अपसाइकलिङ (RU) उद्यमहरू स्थापना गरी हरित अर्थतन्त्रलाई प्रवर्द्धन गर्न तयार (डिजाईन) गरिएको हो। यसरी हरित रोजगारीहरू प्रवर्द्धन गर्दे ठोस फोहोरमैलाबाट सृजना हुने प्रदुषण तथा नकरात्मक वातावरणीय प्रभावलाई न्युनिकरण गर्नु यो परियोजनाको उद्देश्य हो।यी उद्देश्यहरू तीन अन्तरसम्बन्धित क्षेत्रहरू मार्फत हासिल गरिनेछ – नीति र समन्वय, RU उद्यमहरूको प्रवर्द्धन र बढ्दो जागरूकता र समुदायको सशक्तीकरणबाट समुदाय स्तरमा RU प्रवर्द्धन र जनचेतना अभिवृद्धि । यस परियोजनाले विद्यमान र थप सम्भावित RU उद्यमहरूलाई प्रोत्साहन गर्न आवश्यक नीति तथा उपयुक्त वातावरण सिर्जना गर्न साथै ग्रीन भेन्चर जोन (GVZ) स्थापना गर्न सहयोग गर्नेछ। यसको अतिरिक्त, परियोजनाले फोहोर सङ्कलन तथा ढुवानी र पृथकीकरणको लागि सामुदायिक चेतनालाई थप सशक्त बनाउनेछ ताकि RU उद्यमहरूको लागि आवश्यक कच्चा पदार्थ तथा सामग्री को आपूर्ति सुनिश्चित होस। परियोजनाले निर्दिस्ट परिणामहरू प्राप्त गर्न र यसको दिगोपन सुनिश्चित गर्न पोखरा महानगरपालिकसँग समन्वय र सहकार्यमा काम गर्नेछ।

हाल पोखरामा रहेका रिसाइकलिङ्ग/अपसाइकलिङ्गको क्षमता सीमित रहेको छ, जहाँ थोरै उद्यमहरूले  सीमित मात्रामा फोहरको व्यवस्थापन गरिरहेका छन्। यस व्यावसायिक इनक्यूबेशन कार्यक्रमले नयाँ तथा संचालनमा रहेको उद्यमी/उद्यमहरूलाई आवश्यक सीप, प्रविधि र सहयोग प्रदान गरी RU उद्यम सञ्चालन गर्न सक्षम बनाउनेछ, साथै विद्यमान उद्यमहरूलाई वृद्धि, विविधिकरण र विस्तार गर्न मद्दत पुर्‍याउनेछ। यस परियोजनाले सन् २०२९ सम्म पोखरामा ३० वटा RU उद्यम स्थापना गर्ने र ३०० भन्दा बढी हरित रोजगारी सिर्जना गर्ने लक्ष्य लिएको छ।

रिसाइक्लिङ र अपसाइक्लिङ व्यवसाय इन्कुवेसन कार्यक्रम र स्टार्टअप सपोर्ट मोबिलाइजेसन को लागि GCRU परियोजनाले इम्प्याक्ट हब काठमाडौं (आइएच केटीएम) सँग साझेदारी गरेको छ। यस साझेदारी मार्फत, परियोजनाले कम्तिमा २० वटा उद्यमी विचार वा विद्यमान उद्यमी/उद्यमहरू पहिचान गर्ने लक्ष्य राखेको छ, जसले फोहरलाई  स्रोतको रुपमा उपयोग गरी (RU) मा आधारित उद्यमहरू विकास गर्न र टिकाउ बनाउन सक्छन्। साथै, यसले सन् २०२५ मा पाँचवटा उत्कृष्ट र बजार योग्य व्यवसायहरूलाई  समर्थन गर्नेछ।

आइएच केटीएम पोखरा महानगरपालिकामा यो रिसाइकलिङ्ग र अपसाइकलिङ्ग व्यवसाय प्रवर्धन कार्यक्रमको लागि देशव्यापी आवेदन खुलाउँदा अत्यन्तै हर्षित छ। पोखरा महानगरपालिकामा दर्ता भएका वा दर्ता गर्न इच्छुक,  रिसाइकलिङ्ग र अपसाइकलिङ्ग सम्बन्धित काम गर्ने र काम गर्न इच्छुक व्यक्ति वा समूहलाई यस कार्यक्रममा आवेदन दिन आमन्त्रण गरिन्छ। यस परिवर्तनकारी यात्रामा सहभागिता जनाउनलागि अहिले नै आवेदन दिनुहोस्

रिसाइकलिङ र अपसाइकलिङ सहजीकरण कार्यक्रमले पोखरा महानगरभित्र चयन गरिएका २० वटा फोहर सम्बन्धी व्यवसायहरूलाई ४ महिनाको गहन तालिम र साथ सहयोग प्रदान गर्नेछ। सहभागीहरूले व्यवसाय कसरी बनाउने, आर्थिक योजना तयार पार्ने, कानुनी प्रक्रिया बुझ्ने र आफ्नो ब्रान्ड कसरी राम्रो बनाउने भन्ने विषयमा विशेष तालिम (मास्टरक्लास) लिनेछन्। साथै, व्यवसाय, वित्तीय र प्राविधिक विषयमा अनुभवी प्रशिक्षकहरूसँग हरेक महिनामा छुट्टाछुट्टै सत्रहरू हुनेछन्। यस चरणमा सहभागीहरूले तालिम, सहकर्मीहरूसँगको अनुभव आदानप्रदान (पियर लर्निङ), र मास्टरक्लासमार्फत आफ्ना व्यवसायिक विचारहरू अझ प्रस्ट बनाउने, व्यवसाय मोडेल सुधार गर्ने र व्यवसायलाई अझ बलियो बनाउने काममा केन्द्रित गरिनेछ।

इनक्युबेशनपछि छानिएका उत्कृष्ट ५ वटा व्यवसायिक विचारहरूलाई २ महिनासम्म प्रस्तावित व्यवसाय स्थापना र सञ्चालन गर्न आवश्यक पर्ने प्राविधिक र उपकरणहरूको सहयोग दिइनेछ।

त्यसैगरी, सबै सहभागीहरूलाई विभिन्न फोरम र सञ्जाल मञ्चहरूमा जोड्ने, बजारसम्म पहुँच पुर्‍याउने र व्यापारिक अवसरहरूसँग जोड्नेछ। यसले गर्दा पोखरामा हरेक दिन उत्पादन हुने १८२ टनभन्दा बढी फोहर व्यवस्थापनमा सहयोग पुग्नेछ र फोहरलाई उपयोग गर्दै मूल्य सिर्जना गर्ने व्यवसायहरूलाई सशक्त बनाउनेछ, साथै हरित रोजगारी सिर्जना गर्न पनि मद्दत गर्नेछ।
